He developed the first National Conference on Private Prisons which became a model for later national efforts by the Office of Justice Programs. The private facility contract monitoring program developed by Dennis served as a model program and was adopted by many other governmental organizations.\n\nDennis has a MA in Human Relations and a BA in Psychology from the University of Oklahoma.
